Parshat Shoftim opens with the command to establish a proper system of justice:

“Shoftim v’shotrim titen lecha” – “You shall appoint judges and officers.”

Every city and tribe must have judges who rule according to Torah and officers who ensure that their rulings are carried out. The Torah then warns:
