I just became aware of this yesterday.

The Garda will no longer issue a visitor permit for a firearm which is licensed to a resident. If you need to borrow a gun, you can now only do so legally by renting or leasing one from an RFD.
You can apply for a visitor permit and bring your own firearm over, but you cannot borrow one or get a permit for your hosts gun...
