On August 6, the Government Communication Service (GCS) laid out, in granular detail, the scale of Ethiopia’s latest offensive against corruption and organized economic crime. Briefing the press, its head described operations spanning trade, finance, mining, fuel, agriculture, energy, labor migration and revenue administration — sectors whose integrity underpins the country’s entire macroeconomic reform program. Over 7,000 businesses and warehouses were sealed. Some 169 people were pursued for illegal money transfers and black-market currency trading; 36 were arrested for defrauding the Commercial Bank of Ethiopia; seven cryptocurrency platforms tied to illicit transactions were blocked; 29 exporters were held accountable for withholding foreign-currency earnings. In the customs and revenue administration alone, 109 suspects, including a deputy customs commissioner, were implicated in a scheme to manipulate tax assessments and forge receipts, with 91 taken into custody. Illegal gold, gold-processing equipment, foreign currency and firearms were seized along the way.

By any measure, this is not a symbolic gesture. It is one of the more expansive anti-corruption operations Ethiopia has mounted in years. And yet a familiar skepticism attends it. Many Ethiopians, recalling the fanfare that greeted the national anti-corruption committee Prime Minister Abiy Ahmed’s administration launched in late 2022, wonder whether this crackdown, too, will fade into the long list of campaigns that produced headlines but not a durable change in how the country is governed. That committee was meant to coordinate the fight against graft, name the actors behind it, and deliver them to justice. Three and a half years on, corruption has, by the government’s own admission, not receded; it has metastasized into what public officials acknowledge is effectively an organized sabotage of the reform agenda itself. Corruption indices compiled by Transparency International and other global corruption watchdogs consistently rank Ethiopia low, underscoring the epidemic proportion corruption has assumed in the country.

This is precisely why the current effort cannot be allowed to become another cycle of arrests followed by quiet normalization. Corruption in Ethiopia today is not a peripheral irritant to development; it is a direct assault on it. The GCS itself linked illicit trade and financial crime to foreign-currency shortages, inflationary pressure, smuggling and the artificial scarcity of essential goods — the very afflictions ordinary Ethiopians feel most acutely at the market and the fuel pump. An economy undergoing a difficult, IMF-backed macroeconomic transition, with a newly liberalized exchange rate and a public still absorbing the shock of rising prices, simply cannot sustain a parallel economy of hoarders, forex racketeers and revenue thieves siphoning off the gains reform is meant to produce.

The stakes, though, extend well beyond economics. Corruption of the kind uncovered in the revenue and customs administration, where officials allegedly used their own accounts and those of relatives to launder manipulated tax assessments, is a direct erosion of state legitimacy. When citizens conclude that the institutions meant to serve them instead serve networks of insiders, the compact between government and governed frays. In a country already contending with grave centrifugal pressures, particularly ethno-centric tensions, contested political space, and unresolved conflict in parts of the federation, the perception that the state is for sale is not a governance footnote. It is a security threat. Corruption hollows out courts, police, customs, banks – the very institutions that a fragile federation depends on to arbitrate disputes fairly and deliver services equitably. Where those institutions are seen as compromised, citizens look elsewhere for justice and provision, often toward the sectarian or armed alternatives that have proven so costly to Ethiopia in recent years.

None of this means the current crackdown will automatically succeed where earlier ones stalled. The distrust is earned, and it points to real structural questions the government has yet to answer convincingly. Arrests and shuttered warehouses address symptoms; they do not by themselves fix such incentive structures as discretionary licensing, opaque procurement, cash-based informality, weak asset-declaration and whistleblower regimes, which make corruption so lucrative and so easily repopulated once one network is dismantled. A campaign that ends with detentions but no convictions, no asset recovery, no prosecution of the politically connected, and no reform of the underlying systems will simply teach the next generation of operators to wait the storm out, just as many apparently concluded from the 2022 committee’s uneven record.

That is the test the government must now pass, and pass visibly. A relentless anti-corruption effort means sustained institutional reform, not seasonal sweeps: transparent procurement, digitized and auditable customs and tax systems, protection for whistleblowers, and prosecutions that reach beyond convenient scapegoats to the officials and financiers who make large-scale graft possible in the first place. It means resourcing the police, public prosecutor and the judiciary to see cases through to conviction, not just headline through to arrest. And it means treating the latest operation as the opening phase of an enduring program of institutional cleansing, not a campaign season.

Ethiopia does not lack for evidence of what corruption costs it. What it has lacked, campaign after campaign, is the follow-through. If this crackdown is to be more than an echo of 2022, the government owes the public not just numbers of arrests but a visible, irreversible remaking of the systems corruption feeds on. Anything less confirms the very cynicism its detractors already hold and leaves Ethiopia’s economic recovery, its social cohesion and its national security exposed to a malaise it can no longer afford to merely manage.
