When a pedestrian or cyclist is hit and killed on our streets, the education drumbeat begins: people should pay more attention, drivers need to slow down, cyclists have to wear helmets.

Education matters. But people make mistakes — and if education alone could solve traffic violence, we would have solved it by now.

The Safe Systems Pyramid offers a different way of thinking. Grounded in public health research, it recognizes that the safest transportation systems are those that make safe choices easy choices.

A peer-reviewed journal article published in “Transportation Research Interdisciplinary Perspectives” outlines the framework, which relies on two fundamental principles of public health:

“People operate in a system that presents choices for behavior.”
“Health problems are preventable when addressed at the population level.”

Traffic safety is a population-level public health crisis, and the Safe Systems Pyramid treats it as such.

Rather than relying on every individual to make the right decision every time, the framework reflects that people should be able to make ordinary mistakes on the road — without those mistakes hurting or killing themselves or others.

FIVE TIERS OF THE SAFE SYSTEMS PYRAMID

The Safe Systems Pyramid ranks five tiers of traffic safety interventions, from least effective at the top to most effective at the bottom:

Active measures
Latent safety measures
Built environment
Socioeconomic factors

The less effective tiers rely heavily on all individual road users to make all the right choices all the time, while the most effective tiers protect everyone regardless of individual behavior — reducing risk at the population level.

The researchers emphasize that “no single strategy can be effective alone,” and that combining interventions across every level of the pyramid is more effective than relying on measures aimed only at individuals.

WHY EDUCATION IS RANKED LEAST EFFECTIVE

Education (at the top) ranks least effective on the Safe Systems Pyramid. This includes everything from drivers ed to public warnings about distracted driving, the Dutch Reach, or pedestrian awareness.

These interventions can be helpful to increase understanding of safer behaviors, and they tend to be a go-to solution for elected officials and government agencies that want to do something quick, inexpensive, and politically uncontroversial.

But safety education needs to reach wide audiences across demographics and geography to be effective, and it depends on people remembering what they’ve learned, and applying that consistently over time without mistakes. Even more important, if the environments we move through unintentionally encourage risky behavior, no amount of education will change that.

SAFETY MEASURES DEPENDING ON INDIVIDUALS

The next two tiers of intervention improve traffic safety but still rely on widespread adoption or individual compliance. “Active measures” include things like wearing seatbelts and helmets, obeying speed limits, following traffic signals, and drivers choosing to stay out of painted bike lanes.

While some of these interventions can be highly effective, every decision point creates another opportunity for failure.

Meanwhile, “latent safety measures” are those that reduce traffic risks without requiring individuals to actively do anything. Often technology-based, this tier includes things like airbags, automated emergency braking, lane departure prevention, speed cameras, or signal timing that slows vehicles.

These interventions do save lives, but some increase the cost of vehicles (making them less accessible), and all may require broad adoption to achieve full public health benefits. Both of these tiers improve safety, but neither changes the conditions that create traffic risk in the first place.
